Abstract

Each intensive technology of growing agricultural crops involves the use of mineral fertilizers, which is aimed at compensating the removal of nutrients in the soils of agrocenoses and providing plant nutrition without deficit. Along with this, the quality and safety of fertilizers should guarantee the sustainable development and preservation of the environment, in particular not to deteriorate the quality of soils and other environmental components, not to cause potential harm to human and animal health, and to promote green innovation. That is why, an important direction of the rapid development of agriculture in the post-war period, its transformation into a highly developed sector of the economy of the agro-industrial complex at the stage of granting Ukraine the status of a candidate for accession to the European Union (EU) is the improvement of the country's regulatory framework in the field of state regulation of fertilizer quality, taking into account the experience of developed countries of the world in the field of handling agrochemicals. The article raises important problematic issues of regulation of fertilizer quality and environmental safety during their use; gaps in the current regulatory framework were identified, which relate to important technical issues regarding the qualitative component of fertilizers. The official regulatory documents, Regulations, directives and resolutions of the European Union, the USA and Canada in the field of fertilizer management are summarized and reviewed. The experience of the EU countries and other countries of the world regarding the regulation of the minimum share of nutrients that are part of complex mineral fertilizers and have a fertilizing effect, as well as the regulation of the limit of the content of heavy metals and other toxic elements that are part of mineral fertilizers was analyzed; regarding the rules of safety and quality of fertilizing materials, in particular organic ones. The areas of improvement of the national regulatory framework, covering unaccounted for aspects of fertilizer quality and environmental safety during their use, harmonization of the Ukrainian regulatory framework with EU technical legislation have been determined
